Chamois woman charged with possession after suspicious activity

CHAMOIS    Kasey J. Foulds, 39, of Chamois, was charged with possession of a controlled substance following a report of a suspicious person.

Sgt. Ricky Jarvis noted in his probable cause statement that Deputy Jeremy Carrigan informed him he had seen a possible female carrying a bag walk past a shed, poke their head around the corner, and enter the outbuilding. Carrigan noted the possible female was wearing a hoodie with the hood up and found it suspicious due to the time, 11:38 p.m.

Chamois Marshal Riley Lewis joined Jarvis and Carrigan in attempting to contact the homeowner at the residence but were unable to do so despite knocking on the door several times.

Instead, the trio attempted to contact the suspicious person in the shed. Upon approach, they saw the door open, and the suspicious person looked out from the doorway.

Carrigan asked the female what she was doing in the shed, to which she replied she was cleaning it. The woman told officers the property belonged to a friend. However, when asked the friend’s name, the woman “hesitated, looked behind the door, as if she was looking at someone, and then stated she didn’t know her name,” according to the PC statement.

Carrigan observed someone trying to conceal themselves behind the door by holding a large foam board over her. He asked the woman to exit the doorway and then entered the shed to locate the hiding individual.

“Due to the female not knowing whose property she was at, and the female hiding behind the door, it was reasonable for us to believe a crime was being committed,” Jarvis wrote.

Carrigan ordered the female behind the door to come out, and she complied. He said he observed her attempt to hide something under the piece of foam board.

After both females were outside the shed, Jarvis identified the hiding individual as Foulds, whose mother owned the property in question.

Following confirmation with Foulds’ mother that she had permission to be on the property and in the shed, the owner consented to search the outbuilding.

Foulds told officers that the only property belonging to her inside the shed was her phone and laptop.

Deputy Carrigan entered the shed to conduct the consent search and lifted the piece of foam board that he had seen Foulds use to attempt to hide something. Carrigan located a clear glass smoking device containing a black and white colored substance that field-tested positive for methamphetamine lying directly below the foam board.

Officers took Foulds into custody without incident and transported her to the Osage County Detention Center, where she was placed on a 24-hour hold pending formal charges.

In seeking an arrest warrant, Jarvis noted that in 2020, Foulds was convicted of delivery of a controlled substance in Osage County. She failed to appear in court several times, leading Jarvis to conclude Foulds to be highly unlikely to respond to a summons.

Foulds is scheduled to be arraigned at 10 a.m. on April 9 before Judge Sonya Brandt.

The other female, Crystal D. Richardson, 43, of Columbia was arrested on a Callaway County warrant for failure to appear for a hearing in a trespassing case. She was transported to the Osage County Detention Center, and released on bond.
