Rolla woman charged in Belle financial exploitation investigation

BELLE — A Rolla woman has been charged with financial exploitation and other offenses following a Belle Police Department investigation into allegations that she used a disabled person’s financial information without permission.

Lacey Aurora-Rose Combs was charged on allegations of fraudulent use of a credit or debit device, financial exploitation of a disabled person and violation of an adult order of protection. A warrant was issued for her arrest.

According to court documents, Belle police began investigating after the alleged victim reported that Combs had violated an order of protection and taken money without permission.

The victim, who has autism, provided documentation and witness statements concerning Combs’ alleged actions. Court records indicate an ex parte order of protection had been filed against Combs.

According to a probable cause statement, Combs had previously lived at the victim’s residence and allegedly made purchases using the victim’s credit card without consent.

Among the purchases identified by investigators was a new cellphone from AT&T valued at approximately $1,000.

Police also investigated an alleged June 20 incident in which Combs was accused of using the victim’s personal information to obtain a $500 online loan through Speedy Cash. According to the probable cause statement, the loan later went into default with a balance of $645.11.

Another incident was reported July 1 after the victim discovered that $163 had allegedly been used from the victim’s Humana account.

The investigation resulted in the three charges being filed against Combs.
