OutKast Sports Complex one vote from annexation

BELLE — OutKast Sports Complex organizers are set to realize their goal of annexing into the city of Belle and connecting to the infrastructure. After two months of waiting for a solution, the neighbors of the soon-to-be sports complex applied to annex a strip of property, linking the athletic facility to the Belle city limits. Belle aldermen are scheduled to hold the final vote in May to annex both properties.

According to the code book, property must adjoin the city limits to be annexed.

OutKast Sports Complex organizers Joey and Amanda Butler and Jeremy and Tiffany Vandegriffe and their contractor Jimmy Zumwalt have been in limbo for two months as they determined how to connect to the city’s infrastructure when its property didn’t adjoin municipal land.

The issue was resolved when the neighboring property owners agreed in April to annex a strip of land to the city so the new sports complex would adjoin city property.

City Clerk Sherree Burkholder read Proposed Ordinance 634 - annexation of Maples Property, which included the description of the land to be annexed. Alderman Ward 2 Kevin Guffey motioned to accept the annexation, which was seconded by Alderman Ward 1 Barb Howarth. It passed with a 4-0 vote. Following a second reading, the board announced the third reading will be approved at the May 14 meeting.

Proposed Ordinance 630 regarding the annexation of the OutKast Sports Complex, located at 23191 County Road 754, into the Belle city limits, was approved with a 4-0 vote during the first and second reading. Its final vote for approval will also take place at the May 14 meeting.

Tonya Jacquin requested the board’s permission to annex her business into Belle’s water infrastructure. Jacquin currently lives outside of the city limits on Highway 28 West. The request passed with a 4-0 vote.
