Bland man arrested on drug charges near Rich Fountain

OSAGE COUNTY — Zachary T. Lansford of Bland faces felony and misdemeanor charges following an April 30 arrest in Osage County.

According to a probable cause statement, Osage County Deputy Aaron Bell responded at approximately 7:30 a.m. to the area of Rt. E east of Rich Fountain after receiving reports from concerned motorists of a man walking on the roadway during heavy fog.

Upon arrival, the deputy located a white male who identified himself Lansford, reportedly born in 1998, of Bland, and asked the deputy for a ride to Belle.

The deputy advised Lansford he would not be allowed into the patrol vehicle without first being searched for weapons or contraband. According to the statement, prior to the search Lansford, began digging in his pockets and was told to keep his hands out of them. When he did not comply, he was placed in handcuffs on suspicion he was in possession of contraband.

The deputy reported observing a clear plastic bag partially hanging out of Lansford’s left pants pocket, described as containing a crystal-like substance and secured with a pink hair tie. The deputy stated he believed the substance to be methamphetamine.

After removing the bag, the deputy located a clear pipe in the same pocket, described as commonly used to consume methamphetamine.

A NARTEC field test conducted on both the pipe and the crystal-like substance yielded a positive indication for methamphetamine, according to the statement. After transport to the jail, the substance in the bag was processed and later verified to weigh exactly three grams.

The statement indicates Lansford was placed on a 24-hour hold for possession of a controlled substance and possession of drug paraphernalia. It also states he is on supervised probation and had been failing drug screening for methamphetamine by oral mouth swab.

The deputy requested Lansford’s bond be set at a high amount, stating he had no set address to locate him and was at risk of violating probation.

Osage County Prosecutor Amanda Grellner charged Lansford on April 30 with possession of a controlled substance, a class D felony, and unlawful possession of drug paraphernalia, a class D misdemeanor.

A warrant issued the same day by Associate Circuit Judge Sonya Brandt set bond at $30,000 cash or surety, with the court finding monetary conditions were necessary to ensure the defendant’s appearance, and the safety of the community. Special conditions of release include not violating any laws, a prohibition on possessing firearms or other weapons, an alcohol ban, a 10 p.m. to 6 a.m. curfew, and a requirement to obtain and maintain employment.

An initial appearance was scheduled for May 5 in Osage County Circuit Court, before Judge Brandt.
