Bland aldermen dismiss ordinance, pass another

The city of Bland tabled a snowplow ordinance indefinitely Monday night after deciding it was not feasible at this time.

During the Nov. 9 meeting when the ordinance was first discussed, aldermen agreed that some of the roads in the city were too narrow to drive the snowplow truck between vehicles parked on both sides of the street. City officials reviewed ordinances from other towns and decided to revisit the ordinance with some revisions in December.

“Now we are not going to finish writing it and decided to write a generic letter and we will post them on the doors of the area that Jason (Lewis, Public Works director) has a hard time snow plowing due to cars on the side of the street and narrow streets,” said City Clerk Carrie Krupp. “No plans on revisiting it at the next meeting unless it snows and we need to make changes.”

Citizens should look for posted letters in the event of inclement weather.

Under old business, Ordinance 611 outlining the state court automation system passed with a 4-0 vote following the second reading.

The ordinance “enacts the new section 7-52 of the municipal code authorizing and directing the execution of an agreement with the Missouri Office of State Courts Administrator regarding services relating to the show me courts implementation process and imposing court automation fee on municipal ordinance cases to assist in payment.”

The ordinance states that the Statewide Court Automation Fund and the Missouri Court Automation Committee is the administrator of the account. The city mayor and aldermen will enter into an agreement with the above entities for services related to Show-Me Courts Implementation Process (for citizens to pay fines online to the state instead of the local courts).

“In all cases for violation of an ordinance, a surcharge of $7 is to be collected by the municipal court and transmitted monthly to the Missouri Director of Revenue for the State Court Automation Fund as provided in Sections 488.012.3 (5) and 488.027 RSMO. Such surcharge shall also be assessed in cases in which pleas of guilty are processed in the violation’s bureau..”

The section also outlines that no such surcharge shall be collected when the proceeding or defendant has been dismissed by the court, when costs are waived, or when costs are paid to the state, county or municipality.

Ordinance 611 passed with a 4-0 vote from aldermen.
